An alien can apply for an Aliens Citizen Digital Certificate (Aliens Certificate) if they are at least 18 years of age and hold an Aliens Resident Certificate with embedded chip issued by the Ministry of the Interior. Applications can be submitted at any National Immigration Agency service center. The Aliens Certificate allows the holder to access government services online.
An Aliens Certificate is valid for five years. The IC card will show the name of the holder and the expiration date, and can be used as a valid ID on the Internet. The Aliens Certificate will be delivered to the applicant by mail after 10 working days on Taiwan proper, with an extra 2-3 days for the outlying islands. If an Aliens Certificate holder acquires Taiwan citizenship, he or she will have to go to the Household Registration Office personally to apply for a Citizen Digital Certificate as a Taiwan citizen.
